YOU CAN PETITION the city of boston *and* private companies to make change
According to the Boston Water and Sewer Commission, "BWSC controls most of the storm drains in Boston; however, some storm drains and outfalls are privately owned or are owned by agencies such as the Massachusetts Department of Transportation, the Massachusetts Turnpike Authority, Massport and the Department of Conservation and Recreation."
In some situations, overflows may not be the city's fault as a private company or organization may own the storm drains that are overflowing. In those situations, it can be better to contact those companies or organizations with petitions hoping for them to make change and fix their storm drains.
